What do I do for a friend/family member/significant other/person I used to know/person I care about/neighbor or anyone who has a mental health issue, but won't seek help?

My friend/family member/or someone I know is on medication and it doesn't work, so what should they do?
There are some people in my school who cut themselves, say they have depression, or publicize the fact they are on medication or have 3 therapists because they think it is cool. Are they doing this for attention?
